Water Bond
Proposition 1 authorizes $ 7.1 billion in General Bonds for state water supply infrastructure projects, such as surface and ground water storage, ecosystem and watershed protection and restoration, drinking water protection, water supply management, water recycling, advanced water treatment technology, and flood control. $425 million of bonds have already been authorized from prior water bond acts. This proposition will pay off bonds from general funds.
This is how the money will be used:

725 million for Water Recycling
900 million to clean up Contamination in Groundwater
395 million for statewide Flood Management

Delta
The California Delta, also known as the Sacramento-San Joaquin Delta, is the largest Estuary in the West Coast. A Delta is a land form that forms at the mouth of a river, where the river flows into an ocean, sea, estuary, lake, or reservoir. Deltas form from deposition of sediment carried by a river as the flow leaves its mouth. Over long periods, this deposition builds the characteristic geographic pattern of a river delta. The Delta spans a watershed that captures more than half of California's surface water. The two main contributing rivers for the Delta are the Sacramento River, coming in from the north, and the San Joaquin River, coming in from the south. Other rivers feeding into the two major rivers include the American River, the Mokelumne River, the Cosumnes River and the Calaveras River. The Delta is the most important area in California's water supply. According to Water Association of Kern County(WAKC) "More than 25 million Californians, including a large portion of Los Angeles, receive their water from this area" also that " More than 2.5 million acres of farmland is irrigated with Delta water."
